June 28, 2010 Special Meeting

Members Present: Deward Junior Barnes, Sheri Flynn, Melissa Robinson, Cleveland Hatch and Tim Bogy, Mayor Alice Black and Recorder-Treasurer Robert Blessing. Alderman Joseph McNeil was absent.

PURPOSE : The purpose of the meeting was to adopt and pass the necessary resolutions and ordinance for the CDBG Disaster Grant for the drainage ditch project.

The meeting was called to order by Mayor Alice Black.

After the reading of Resolution 2010-2, a resolution establishing a policy prohibiting the use of excessive force by law enforcement agencies within the applicant's jurisdiction against individuals engaged in non-violent civil rights demostrations, by Recorder-Treasurer Robert Blessing, a motion was made by Deward Junior Barnes and seconded by Sheri Flynn to adopt the resolution. All voted aye. Motion carried.

After the reading of Resolution 2010-3, a resolution by the City Council of Humphrey, State of Arkansas, to authorize the Mayor of Humphrey to apply for a grant on behalf of the Humphrey community, by Recorder-Treasurer Robert Blessing, a motion was made by Tim Bogy and seconded by Deward Junior Barnes to adopt the resolution. All voted aye. Motion carried.

After the reading of Resolution 2010-4, a resolution by the City Council of Humphrey, State of Arkansas, to authorize the Mayor of Humphrey to replace all occupied and vacant occupiable low/moderate income dwelling units, by Recorder-Treasurer Robert Blessing, a motion was made by Sheri Flynn and seconded by Tim Bogy to adopt the resolution. All voted aye. Motion carried.

After the reading of Ordinance 2010-2, an ordinance to establish fair housing in the city of Humphrey, to declare an emergency, and for other purposes, in its' entirety by RecorderTreasurer Robert Blessing, a motion was made by Sheri Flynn and seconded by Tim Bogy to suspend the rules and place Ordinance 2010-2 on second reading. All voted aye. Motion carried. After the reading of the title of Ordinance 2010-2 by Recorder-Treasurer Robert Blessing a motion was made by Tim Bogy and seconded by Sheri Flynn to suspend the rules and place Ordinance 2010-2 on third and final reading and to further suspend the rules and adopt the emergency clause.

All voted aye. Motion carried.

Mayor: "Ordinance 2010-2 is passed!"

A motion was made by Sheri Flynn and seconded by Tim Bogy to adjourn the meeting. All voted aye. Motion carried.

Being no further business the meeting was adjourned.
