January 11, 2010 Special Meeting
Members Present: Aldermen Tim Bogy, Sheri Flynn, Joseph McNeil and Deward Junior Barnes, Mayor Alice Black and RecorderTreasurer Robert Blessing. Aldermen Mark Caviness and Cleveland Hatch were absent.
PURPOSE: The purpose of the special meeting was to discuss and adopt the operating budget for 2010 and to discuss personnel issues.
The meeting was called to order by Mayor Alice Black.
After the mayor, recorder-treasurer and council discussed the proposed operating budget for 2010 in great detail and after the reading of proposed Ordinance 2010-1, an ordinance to adopt the 2010 operating budget, in it's entirety by Recorder-Treasurer Robert Blessing a motion was made by Tim Bogy and seconded by Sheri Flynn to suspend the rules and place Ordinance 2010-1 on second reading. All voted aye. Motion carried. After the reading of the title of Ordinance 2010-1 a motion was made by Sheri Flynn and seconded by Joseph McNeil to suspend the rules and place Ordinance 2010-1 on third and final reading and to further suspend the rules and adopt the emergency clause. All voted aye. Motion carried.
Mayor: "Shall this Ordinance 2010-1 be passed?"
Tim Bogy, aye; Deward Junior Barnes, aye; Sheri Flynn, aye; Joseph McNeil, aye.
Mayor: "Ordinance 2010-1 is passed!"
A motion was made by Tim Bogy and seconded by Sheri Flynn to close the special meeting and go into executive session. All vote aye. Motion carried.
A motion was made by Sheri Flynn and seconded by Joseph McNeil to close the executive session and open the special meeting back up to the public. All voted aye. Motion carried. Mayor Black stated the council discussed the Water and Sewer Superintendent's job. She said William Tibbett has retired and has been working parttime and that she and the council discussed hiring a full-time person for the position. A motion was made by Tim Bogy and seconded by Sheri Flynn to authorize the Mayor to use her discretion and hire Kirk Daniels as the new Water and Sewer Superintendent is she so decides. All voted aye. Motion carried. Mayor Black stated she will have William Tibbett to continue until the details are worked out on the hiring and getting the
training scheduled for Kirk. Mayor Black also stated she will contact Arkansas Rural Water Association to see if they can assist in the training as well.
A motion was made by Sheri Flynn and seconded by Tim Bogy to adjourn the meeting. All voted aye. Motion carried.
Being no further business the meeting was adjourned.
