January 4, 2010 Regular Meeting
Members Present: Aldermen Mark Caviness, Deward Junior Barnes, Sheri Flynn, Joseph McNeil and Cleveland Hatch, City Attorney Sharon Sharon Fortenberry, Mayor Alice Black and Recorder-Treasurer Robert Blessing. Alderman Tim Bogy was absent.
The meeting was called to order by Mayor Alice Black.
The minutes of the November and December 2009 meetings were read and approved as read by roll call vote.
Mayor Black told the council she recently received a letter from Rufus T. Buie, attorney for the DeWitt School District, asking that the city not send any more letters to the DeWitt School District regarding their mowing the Humphrey school property. Mayor Black stated she went down to the school property after receiving the letter and indeed the property had been mowed, including the ball field area. Mayor Black also told the council she asked City Attorney Sharon Fortenberry to send a letter to Gary Wayman, superintendent of the DeWitt school district, asking to be added to the next school board meeting agenda for January 13, 2010. Mayor Black said the DeWitt school board rules are that they only allow five minutes for discussion of an issue. After some discussion, it was suggested Mayor Black should address the school board asking the board what their plans are for the property. It was also suggested she state there are several property owners in the school area who are concerned as well as the city as a whole. Mayor Black said she will explain what the city had to deal with when the Rosenwald school property was sold. Mayor Black will also ask that the city be kept updated as plans arise and she will also ask that the district abide by city ordinances on maintenance and upkeep of the buildings and property. Mayor Black asked that the council to attend the meeting if at all possible. She said everyone should meet at Humphrey city hall ready to leave around 6:00 p.m. since the meeting is at 7:00 p.m.
City Attorney Sharon Fortenberry read the third and final reading of Ordinance 2009-3, an Ordinance repealing Ordinances 2003-2 and 2003-3, making Harrington Avenue and Cypress Street two-way streets.

Mayor Black stated a budget meeting was held on December 29,2009 and another budget meeting will be held at 7:00 p.m. on Monday, January 11, 2010.
Mayor Black said she received a letter from the U.S. Census Bureau and she stated it is very important that everyone abide by the census workers. She said the census workers will be asking ten questions and also need to get an accurate count. Also, Mayor Black urges everyone to return the census mail outs they may receive in the mail as well.
Mayor Black told the council that City Inspector Kirk Daniels is no longer working for the City of Stuttgart but that he will continue to be the Humphrey city inspector. Mayor Black said he will have to keep his certification in check and the city will be responsible for any costs involved with him renewing his certification as needed. A. motion was made by Deward Junior Barnes and seconded by Mark Caviness to retain Kirk Daniels as city inspector. All voted aye. Motion carried.
Joseph McNeil stated the State Department of Education has been at the DeWitt and Stuttgart schools recently and he understood both districts to be in distress.
A motion was made by Sheri Flynn and seconded by Joseph McNeil to adjourn the meeting. All voted aye. Motion carried.
Being no further business the meeting was adjourned.
